Because of the sensitivity of the information handled by internal procurement committees (IPCs), it is important that members adhere to strict observance of secrecy. The information they are exposed to should not be shared with anyone outside the IPC circle except the Controlling Officer or his/her designate. This requires that all members of the IPCs and those involved in the evaluation exercises should undergo oaths of secrecy before participating in the evaluation proceedings.
